A city is alive, constantly evolving and establishing a dynamic balance through the interactions and events between people and places. An inanimate object maintains its integrity by excluding what lies outside it, while a living organism gains its identity and vitality by responding and adapting to its environment. Openness to difference and exchange brings about change, forming subtle boundaries between complex relationships and urban demands.

Geumchon grew around its traditional five-day market, which has been held for more than a century. Small shops and houses have accumulated over time, creating a dense urban fabric shaped by frequent encounters between residents. On market days, temporary canopies, goods, food and the movement of people transform the street into a lively urban scene. Although different in character and use, the market and the Oulim Centre both contribute to the public life of the city. This tension—between the particular and the everyday, difference and public life—became the starting point for defining the edges of the site along the street. The site contains a registry office and courthouse that have served local residents for more than twenty years, and sits 2.7 metres above street level. The existing buildings and level difference are retained, while most of the street edge is left open to create broad steps connecting the site to the street. A taut façade runs parallel to the street, contrasting in scale with the smaller buildings around it and forming a backdrop to the market. The Centre brings together spaces for education, culture, welfare, and support for local businesses and start-ups, serving people of different ages as well as service members, while allowing different programmes to operate independently. Porous courtyards open and connect in all directions, belonging neither exclusively to the Centre nor entirely to the city. They form shared spaces where different users can meet and interact, adapting to changing needs and intensities of use over time.
